I think Crowley values souvenirs and prestige for the school. Crowley mentions in his voicelines obtained in Joint exams that he enjoys traveling and has taken a liking for shiny things, and that may include souvenirs. For prestige, he would rather gather students like Asim and Shroud, who are big names in Twisted Wonderland, to NRC so they don’t end up in RSA (like Kalim was initially supposed to go) or other arcane schools.

It’s not that he’s stingy with money, but he would mostly likely use it as a means of strategy (or as blackmail when he subtly blackmailed Yuu into freeing the students under Azul’s debt in Book 3).
